Oracle has announced a free version of Oracle Database 23c. The new Oracle Database 23c Free—Developer Release meets growing demand from developers and organizations worldwide to access the newest features in Oracle Database 23c “App Simple”.

Developers now have access to innovative Oracle Database features that simplify the development of modern data-driven applications, getting them ready for the planned release of Oracle Database 23c, the next Long-Term Support Release.
